The aim of the UN’s two-year Recovery and Resilience Programme is to fast-track the social dimensions of reconstruction. The activities in the RRP build on existing efforts and are designed to help ensure that people see tangible improvements in their daily lives at the start of the reconstruction process, rather than waiting years to benefit from large-scale infrastructure projects and structural reforms. The RRP is aligned with the Government’s commitment to multi-dimensional reconstruction. Projects are focused on helping people who have suffered the most, restoring confidence in the Government, revitalizing the areas at the highest risk of violence and advancing broad political participation and inclusive social harmony. The RRP includes nine components. Three will be implemented in high priority communities where violent extremism may possibly emerge unless steps are taken to restore community trust, build confidence in the Government and open economic opportunities. Six of the components are national in scope. These components focus on decentralizing basic services, promoting sustainable returns, providing support to survivors, accelerating community reconciliation and expanding political and social participation. The RRP is envisioned as a nexus framework. RRP projects build on the work that has been done by humanitarian partners to support displaced and host families during the conflict and also on the efforts made by the Government and UNDP to stabilize the cities and districts newly liberated from the Islamic State of Iraq and the Levant (ISIL). The RRP is also forward looking, helping to lay the foundations in the social sectors and at the community level that will allow Iraq to reach the objectives set out in the country’s Vision 2030 and the Government’s National Framework for Reconstruction and Development. |

الممثلة الخاصة للأمين العام للأمم المتحدة في العراق
تسلمت السيدة جينين هينيس-بلاسخارت من هولندا مهامها كممثلة خاصة للأمين العام للأمم المتحدة في العراق ورئيسة لبعثة الأمم المتحدة لمساعدة العراق (يونامي) في 17 كانون الأول 2018.
وعيّن الأمين العام للأمم المتحدة السيد أنطونيو غوتيريش السيدة هينيس-بلاسخارت بتاريخ 31 آب 2018، حيث خلفت في المنصب السيد يان كوبيش من سلوفاكيا الذي أعرب الأمين العام عن امتنانه لخدماته.
وتمتلك السيدة هينيس-بلاسخارت خبرة تمتد أكثر من 20 عاماً في المجالين السياسي والدبلوماسي، بعد أن خدمت في عدّة مناصب حكومية وبرلمانية رفيعة المستوى. إذ تولت منصب وزير الدفاع في هولندا (2012-2017)، وكانت أول امرأةٍ تمّ تعيينُها في ذلك المنصب. وكوزيرةٍ، أشرفت على هيئة الأركان المركزية وقيادة الدعم وهيئة المواد الدفاعية والقوات المسلحة الملكية الهولندية الأربعة: الجيش والبحرية والقوات الجوية والشرطة العسكرية وحرس الحدود. وخلال توليها ذلك المنصب، أشرفت على المشاركة الهولندية في العمليات العسكرية في مالي وأفغانستان والعراق، وبناءِ تعاونٍ وثيقٍ مع الاتحاد الأوروبي ومنظمة حلف شمال الأطلسي وشركاء الأمم المتحدة.
كما كانت السيدة هينيس-بلاسخارت عضواً في مجلس النواب في هولندا (2010-2012) وعضواً في البرلمان الأوروبي (2004-2010). وعملت في المفوضية الأوروبية في بروكسل وفي ريغا عاصمة لاتفيا وفي إدارة شؤون مدينة أمستردام.
نائب الممثل الخاص للشؤون السياسية والانتخابية – السيدة أليس وولبول
نيويورك، 1 تشرين الثاني 2017 - أعلن الأمين العام للأمم المتحدة السيد أنطونيو غوتيريش اليوم تعيين السيدة أليس وولبول، من المملكة المتحدة، نائباً جديداً لممثله الخاص للشؤون السياسية والمساعدة الانتخابية في بعثة الأمم المتحدة لمساعدة العراق (يونامي).
وستباشر السيدة وولبول مهامها خلفاً للمجري السيد جورجي بوستين، والذي أعرب الأمين العام عن امتنانه له لتفانيه في عمله منذ عام 2011 في دعم دور الأمم المتحدة في العراق.
وسترفد السيدة وولبول هذا المنصب بثروة من الخبرة الدبلوماسية وغيرها من الخبرات ذات الصلة، بما في ذلك خدمتها لمدة عامين بمنصب القنصل العام البريطاني في البصرة جنوبي العراق. وقد شغلت مؤخراً منصب سفير بريطانيا لدى مالي، وقبل ذلك لدى لكسمبرغ. كما شغلت مناصب مختلفة في لندن ونيويورك وبروكسل ودار السلام في وزارة الخارجية والكومنولث البريطانية.
تخرجت السيدة وولبول في جامعة كامبريدج بمرتبة الشرف في الأدب الإنجليزي.
ولدت السيدة وولبول في عام 1963 ولديها ستة أبناء.
إيرينا فوياشكوفا-سوليورانو: نائبة الممثل الخاص، والمنسقة المقيمة، ومنسقة الشؤون الإنسانية في العراق
تولت السيدة إيرينا فوياشكوفا-سوليورانو مسؤولياتها نائبةً للممثل الخاص في العراق في بعثة الأمم المتحدة لمساعدة العراق (يونامي)، ومنسقةً مقيمةً في 4 آب/ أغسطس 2020. كما ستشغل السيدة فوياشكوفا-سوليورانو، وهي من ألمانيا، منصب منسقة الشؤون الإنسانية.

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and coordinate international action to protection refugees, and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has mandated to help Stateless people, refugee returnees and Internally Displaced People (IDPs).
